Anybody who works at a construction site has to follow the laws and rules of the region to conduct safe construction. One of these rules says, "it is a worker's responsibility to prevent accidents from happening". So it is very important to put a sign out there. Some construction sites provide onsite watchmen or guides for the same reason.
